Concerned by the severity and frequency of drought disaster emergencies in the region, the Heads of State and Government of countries in the Horn of Africa, international development partners and other stakeholders convened a Summit in Nairobi on 9 September 2011, in which they resolved to embark on an IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) to end drought emergencies. The summit also assigned the IGAD Secretariat the responsibility to lead and coordinate the implementation of IDDRSI. The IGAD Secretariat, working with Member States and Development Partners, established and operationalized the IDDRSI Platform, whose institutional arrangements needed for the effective implementation of IDDRSI, comprise a General Assembly that provides overall strategic guidance and makes decisions on investment plans and proposals; a Steering Committee, which guides the Platform on policy issues and oversees the implementation of IDDRSI; and a Platform Coordination Unit (PCU), based within the IGAD Secretariat, which is charged with the responsibility to lead, promote and coordinate the activities in the implementation of IDDRSI. 

II.The scope and functions of the PSC 

The PCS is responsible for overall planning, coordination and budget preparation linked to the IGAD Strategic Plan as well as for IDDRSI and other sector and sub-sector regional strategies. The PCU is the principal mobilizing and organizing centre of the IDDRSI, which holds together the different levels of actors and stakeholders (countries and partners) in the drought resilience initiative; and serves to activate coordination mechanisms, draw up agendas, prompt action and ensure that the necessary intervention on all fronts is engaged and sustained. To enhance overall performance of all stakeholders involved in the implementation of IDDRSI, the PCU provides strategic services in five systemically interrelated fields, namely in (a) Regional Programming, (b) Knowledge and Information Management, (c) Capacity Development, (d) Partnerships and Cooperation and (e) Monitoring and Evaluation. 

A number of development partners have been able to support the IGAD Secretariat and enable it build the capacity necessary to optimally perform its leadership and coordination functions in the implementation of the IDDRSI. In this connection, the European Commission, under its European Union Emergency Trust Fund for Stability and Addressing the Root Causes of Irregular Migration and Displaced Persons in Africa has, through the provision of a capacity building grant to the IGAD Secretariat, supported the recruitment of the Coordinator, Regional Programming, to strengthen the programming capacity of the IGAD Secretariat in the planning and implementation of IDDRSI. 

III.Position of the Coordinator, Regional Programming

Duration of the Assignment: The contract is for a period of one year, renewable at the end of each year, based on the availability of funds and the performance of the incumbent to the satisfaction of the IGAD Secretariat. 

IV.The role of the Coordinator, Regional Programming 

The Coordinator, Regional Programming ensures the effective and coherent planning, implementation and monitoring of the IGAD Region’s efforts to end drought emergencies, in line with the IDDRSI Regional Strategy, Country Programming Papers (CPPs) and Regional Programming Program (RPP). In all activities, the Coordinator, Regional Programming fosters collaboration within the PCS, IGAD Secretariat and Specialized Institutions as well as relevant sectors and offices in IGAD Member States in close collaboration with interested development and implementing partners active in the IGAD region. 

Under the overall supervision of the IDDRSI Platform Coordinator, the primary role of the Coordinator, Regional Programming, is to operationalize regional policy and program initiatives in line with regional strategies and priorities and in support of the plans and activities in IGAD Member States; to coordinate and facilitate regional programming tasks related to the planning and implementation of IDDRSI; to perform effective oversight, coordination and monitoring of regional programs implementation; and development of plans and proposals in support of the effective delivery of the regional programs. The Coordinator, Regional Programming is responsible for the strategic development, steering and monitoring of the IDDRSI work plans, which consist of activities that are implemented in close partnership with IGAD Member States. 

V.Responsibilities and core functions of the Coordinator, Regional Programming

Under the supervision of the IDDRSI Platform Coordinator and in close collaboration with IGAD-Divisions and Specialized Institutions and in consultation with country coordination mechanisms, the Coordinator, Regional Programming has the following responsibilities and core functions: 

1.Facilitation of bilateral and multi-lateral cross-border cooperation arrangements to support drought resilience enhancing initiatives among IGAD Member States including providing technical advice on institutional arrangements for planning, coordination, implementation and monitoring of resilience- enhancing projects;

2.Facilitation and coordination of regional program development on drought resilience in cross-border regions through sectoral, multi-sectoral and spatial planning processes with multi-stakeholder involvement;

3.Development and operationalization of a regional Monitoring and Evaluation and Reporting System on Drought Resilience based on the IDDRSI-Result Framework. The M & E System will cover overall monitoring of key aggregated indicators based on country data, as well as impact and performance monitoring of regional programs;

4.In close collaboration with the IGAD Resilience Analysis Unit (RAU) and relevant institutions in Member States, coordinate the development of resilience indicators

5.Leadership and coordination in the preparation of investment plans based on CPPs and RPP related to the implementation of IDDRSI;

6.Facilitation of finance mobilization as well as the design and establishment of joint regional finance mechanisms for drought resilience investments through innovative partnerships between the public, private and non-profit sector and international development partners;

7.Contribution to the regular reporting to the Steering Committee and General Assembly of the IDDRSI Regional Platform on Drought Resilience and Sustainability as well as to the IGAD Council of Ministers;

8.Contribution to the institutional evolution of programming capacities of the IGAD-Secretariat and to the mainstreaming of drought resilience approaches in the planning and implementation of the overall IGAD-Strategy

9.Perform such other activities related to regional programming as the IDDRSI Platform Coordinator may assign;

VI.Qualifications and Experience  

(a)Minimum qualifications  

1.At least a Masters University degree in Business Administration, Socio-economics, Social Sciences, International Development, Program Management or other related and relevant areas. Candidates with a PhD degree in a related field will have an added advantage;

2.Qualifications on spatial planning approaches, integrated rural development and other territorial development approaches are indispensable; 

3.10 years of increasingly responsible professional experience in multi-sectoral development programs, of which five years were at an international level;

4.Experience in at least two IGAD Member States and/or cross-border cooperation programs will be an added advantage

(b) Core competences 

1.Familiarity with programming procedures, M&E Systems, public investment plans, resources mobilization strategies, multi-stakeholder platforms, tools and software, such as MS project or similar project management software will be a definite advantage;

2.Additional training in environmental science and/or natural resource management is an advantage;

3.Ability to communicate and contribute in a broad spectrum of disciplines and decision makers;

4.Track record of leadership and proven ability to produce demonstrable results;

5.Field experience and extensive network within the development community are a strong asset;

6.Strong written and oral communication skills in English are required. Working knowledge of another official IGAD language is desirable.


The Coordinator, Regional Programming shall report to the Coordinator, IDDRSI Platform Coordination Unit, Planning & Coordination Section, IGAD Secretariat 


The appointment is for a period of one year and renewable subject to performance and availability of fund.
