The contract is for a period of one year, renewable at the end of each year, based on the availability of funds and the performance of the incumbent.

Job Summary

Migration at IGAD is addressed within the framework of the IGAD Regional Migration Policy Framework (RMPF) adopted by the IGAD Council of Ministers in 2012. The framework provides a comprehensive policy approach that addresses the strategic thematic, institutional and other challenges related to migration governance in the IGAD Region and has become the lead IGAD policy guideline on migration. The ultimate objective of the Regional Migration Policy Framework is to promote the well-being and protection of migrants including IDPs and refugees in all IGAD Member States and the realization of the developmental potential of migration while addressing irregular migration. It also aims at giving member states a coherent and common approach to migration management and governance.

IGAD's efforts so far have successfully focused on promoting political dialogue among its member countries and IGAD is now seeking a stronger engagement with member states to implement IGAD's policy framework objectives in the area of migration and displacement in order to facilitate tangible improvements in support of regular migration and the protection of refugees and migrants. In a multi-level approach three fields of activity are addressed: (A) Strengthening the implementation of global, continental and regional frameworks in the area of migration and displacement in member states. (B) Support IGAD member states in providing services to host communities, refugees and migrants in border regions with a strong focus on employment creation and integrated planning. (C) Improvement of conditions for the sharing of learning experiences and accessibility of data on migration and displacement in the IGAD region. 

In order to implement the above, IGAD is looking for a project officer dedicated to focus on the activities outlined in the project document of the “Strengthening IGAD Migration Policy Implementation Project”.

The Project officer will work under the overall supervision and report to the IGAD Director for Health and Social Development.

Duties and Responsibilities:

Under the overall guidance and supervision of the Director of the Health and Social Development Division, the project officer will be responsible for the implementation of the “Strengthening IGAD’s Migration Policy Implementation Programme” in particular and provide general support to the operationalization and roll out of the three components mentioned above. He/she will also be closely collaborating with IGAD Member States and liaising with the German development cooperation GIZ, which is implementing the programme on behalf of the German government.

More specifically he or she will:

  • Conduct national and regional workshops on international, continental and regional policy frameworks in order to increase standards supporting safe and regular migration as well as the protection of migrants and refugees at national level;
  • Assist Member States in developing action plans, policies or strategies to facilitate policy implementation at national levels;
  • Create linkages between policy implementation as well as migration data collection, learning and impact monitoring in the IGAD region;
  • Design learning platforms to foster mutual learning among member countries;
  • Support the IGAD internal Technical Working Group on Migration;
  • Ensure continous monitoring of the implementation of the German Government funded project including sound use of allocated financial resources;
  • Update and ensure timely reporting of progress to the German Government;
  • Work in close coordination with the IGAD migration programme team;
  • Perform any other duties as assigned by the Ag. Director for Health & Social Development.

Minimum Qualifications

Education & work Experience:

  1. A Masters Degree in relevant Social Science, International Relations and Political Science or related field;
  2. Experiences in migration governance and policy, labour migration or displacement;
  3. At least 5 years of appropriate experience in development and implementation of complex programmes, preferably in the context of migration and displacement;
  4. Very good understanding of migration and displacement policy frameworks and realities at the regional, continental and international level as well as good knowledge of relevant actors in the IGAD region;
  5. Working experience in the IGAD region is highly desirable;
  6. Experience in the conceptualisation, organisation and implementation of high level meetings is an asset.

Skills and Competencies:

  1. Working knowledge of policy analysis and development as well as project management, implementation and results based monitoring;
  2. Knowledge of, and involvement in, programs implemented by regional and international organizations such as IOM, UNHCR, EU, African Union or other relevant partners are highly desirable;

  3. Experience in establishing professional networks;
  4. Excellent interpersonal skills, ability to work in a multi-cultural environment
  5. Excellent drafting and reporting skills; communication and negotiating skills; and planning and organizational skills
  6. Excellent oral and written communication skills
  7. Must have above average computer literacy skills
  8. Availablity to travel frequently in the IGAD region

Language requirements:

Fluency in English is required. French is an added advantage.
