The contract is for a period of one year, renewable at the end of each year, based on the availability of funds and the performance of the incumbent.


Job Summary

In an effort to effectively monitor and verify the implementation of the Ceasefire and Transitional Security Arrangements in The Republic of South Sudan as per the Revitalized Agreement for the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) which was signed by the parties to the conflict on 12 September 2018 in Addis Ababa, the Intergovernmental Authority on Development (IGAD) established CTSAMVM to operation in The Republic of South Sudan. CTSAMVM is mandated to monitor and verify the implementation of the R-ARCSS.

Under the overall guidance of the CTSAMVM Chairman and in close coordination with IGAD-South Sudan Office, the Senior Program Officer will design, monitor, manage, and evaluate projects and programs related with CTSAMVM mandate. He/she will also establish and manage partners contacts to create a smooth relationship and close working environment with partners and all stakeholders; mobilize all the necessary resources to enable smooth implementation of the CTSAMVM mandate based on a designed specific projects and programs; Liaises and closely work with colleagues in IGAD-South Sudan Office in Addis Ababa.  

Duties and Responsibilities:

  1. In close consultation with the CTSAMVM Chairman and the IGAD South Sudan Office, design a resource mobilization strategy, project documents and proposals informed by the situation at the ground level to mobilize funds for CTSAMVM;
  2. Make sure the cross cutting themes are integrated into the planning, implementation and monitoring of project and programme activities;
  3. Closely work with the accountants assigned to manage funds and handle transactions and ensure requirements are fulfilled as per the agreements signed between IGAD and supporting partners;
  4. Assist in the preparation of funding contract agreements in consultation with the lawyer under retainer agreement and ensure compliances;
  5. In consultation with the CTSAMVM Chairman and IGAD-South Sudan Office, organize resource mobilization events and provide required details and explanations for budget proposals;
  6. In consultation with accountants, conduct budget and financial analysis like trends in expenditures and possible budget gaps for prepare updated reports with suggestions like budget revisions or extensions and notify relevant authorities for appropriate measures,
  7. Continuously, in consultation with the CTSAMVM Chairman, assess the long-tem demands for funding and prepare brief summary of how best it could be addressed and submit a proposal to the concerned authorities;
  8. Prepare narrative reports and submit to relevant authorities and partners timely. Make sure that the reports are reconciled with budgets and financial expenditures.
  9. Establish documentation of the CTSAMVM related project and program activities mainly the partnership agreements, project and program documents, work plans and reports;
  10. In coordination with the technical team of the CTSAMVM and IGAD-South Sudan Office, prepare highlights of significant achievements, challenges and keep records for narrative reporting purposes,
  11. Participate in meetings concerning the CTSAMVM when assigned by the Chairman and prepare summary report on the outcome of the meeting.
  12. Undertake other responsibilities when assigned by the CTSAMVM Chairman, as may be necessary.

Minimum Qualifications & Experience


  1. Master’s Degree in international development, development studies, economics and related social sciences;
  2. Specific formal and certified trainings in project planniing, monitoring and evaluation will be a plus;  


  1. A minimum of 10 years of relevant experience, 3 of which should be at senior level, in the national, regional and/or international level with a proven track record in project and program management;
  2. Experince in a similar setting as that of CTSAMVM

Key Skills and Competencies:

  1. Demonstrated ability in project and program resource mobilization;
  2. Strong skills in writing project proposals, reports, and concept notes;
  3. Strong communication skills both written and verbal;
  4. Advanced computer skills, particularly MS Office (MS Word, Excel and PowerPoint)
  5. Well-organized, resourceful with good planning and problem-solving abilities
  6. A team player, flexible, quick-thinking and able to work well under pressure
  7. Excellent coordination, communication and networking skills;

Language requirements:

  1. Fluency in the English language (Writing and spoken);
  2. Ability of French language will be a plus;
