The contract is for a period of one year, renewable at the end of each year, based on the availability of funds and the performance of the incumbent.

Job Summary

In an effort to effectively monitor and verify the implementation of the Ceasefire and Transitional Security Arrangements in The Republic of South Sudan as per the Revitalized Agreement for the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) which was signed by the parties to the conflict on 12 September 2018 in Addis Ababa, the Intergovernmental Authority on Development (IGAD) established CTSAMVM to operation in The Republic of South Sudan. CTSAMVM is mandated to monitor and verify the implementation of the R-ARCSS.

Under the overall guidance of the CTSAMVM Chairman and in close coordination with IGAD-South Sudan Office, the Procurement Officer will be responsible for systematic execution of procedures for the timely and cost effective procurement of goods, services and works having regard to the financial and procurement policy of IGAD.

Duties and Responsibilities:

Under the overall direction of the CTSAMVM Chairman and the IGAD South Sudan Office the procurement officer shall:

  1. Prepare and update annual procurement plan for CTSAMVM in consultation with the Procurement unit of IGAD-South Sudan Office.
  2. Perform professional procurement of a wide variety of materials, services and works following the Procurement manual;
  3. Prepare bidding documents and requests for proposals and issue the documents to the prospective bidders;
  4. Coordinate the preparation of Terms of References (TOR) and specifications for procurement activities;
  5. Prepare local Purchase orders upon receipt of purchase requests from respective units of CTSAMVM;
  6. Prepare/modify complementary forms and guidelines for simplified procurement and disbursement notices based on the Procurement  manual of IGAD;
  7. Initiate procurement process, and participate in the selection, short lists and prequalification of suppliers where necessary, coordinate, the response to inquiries and communicate the results of the evaluation process to the applicants;
  8. Prepare Procurement contracts and ensure timely distributions of all relevant procurement and contract documents to all stakeholders;
  9. Make the necessary arrangements for accommodation, reserving tickets, venues and other logistical related activities for different meetings and IGAD gusts.
  10. Establish a register of qualified suppliers and consultants and periodically update the register; maintain performance monitoring database for all suppliers and consultants, and ensure timely updates of the system;
  11. In collaboration with the CTSAMVM Human Resources Unit; coordinate and conduct procurement training workshops;
  12. Provide operational advice on concepts, policies and procedures of international, regional and local procurement processes;
  13. Establish central procurement filing system for CTSAMVM procurement activities and ensure that all related documents are included in the respective files;
  14. Assist with inventory and fixed asset management and update records;
  15. Assist in the planning of office space allocation;
  16. Manage all logistical needs for new staff;
  17. Manage transport service to staff and other IGAD visitors;
  18. Undertake other responsibilities when assigned by the CTSAMVM Chairman, as may be necessary.

Minimum Qualifications & Experience

Education:

  1. Bachelor’s degree or equivalent in procurement, supply chain management or any other relevant discipline;
  2. Specific formal and certified trainings in procurement, logistics and similar fields will be a plus;  

Experience:

  1. A minimum of 7 years of experience in executing procurement functions, purchasing supplies and logistics management, 2 of which should be at senior level and preferably at the national, regional and/or international level;
  2. Extensive experience in managing donor funded projects,  e.g European Union, USAID, bilateral arrangements etc
  3. Must have sufficient experience in terms of logistics coordination and demonstrate an understaning in dealing with complex logistical challenges.

Key Skills and Competencies:

  1. Demonstrated knowledge of regional, local and international procurement regulations;
  2. Strong communication skills both written and verbal;
  3. Computer skills, particularly MS Office (MS Word, Excel and PowerPoint);
  4. A team player, flexible, quick-thinking and able to work well under pressure;
  5. Strong organization, planning and decision making skills;
  6. Strong Negotiation ability for effective procurement activities
  7. Demonstrated integrity, objective judgment, confidentiality;
  8. Strong oral and written communication skills

Language requirements:

  1. Fluency in the English language (writing and spoken);
  2. Ability of French language will be a plus;
